서울대학교 아시아연구소 아시아-아프리카센터(센터장 김태균)와 HK+메가아시아연구사업단은 남아프리카공화국 국제문제연구소(South African Institute of International Affairs, SAIIA) 러시아-아프리카 프로젝트 책임자인 Steven Gruzd를 초청하여 아프리카와 러시아의 관계를 주제로 통합 워크숍을 개최하였다.
강연 주제는 러시아-우크라이나 전쟁 속 아프리카와 러시아와의 관계에 초점을 뒀고, 아프리카 대륙 전반의 국가들과 러시아와의 관계를 설명하면서 남아프리카공화국의 사례 연구에 대하여 발표를 진행하였다. 강연은 러시아-아프리카의 관계와 배경, 무역 현황, 러시아-우크라이나 전쟁에 대한 아프리카의 반응, 러-우 전쟁으로 인한 경제적 영향, 러시아-남아공 간의 관계의 내용으로 진행되었다. 러시아는 지부티를 제외한 아프리카 대륙에 식민지를 개척하는 등 실질적인 지배를 하지 않았다. 러시아와 아프리카의 실질적인 관계는 과거 남부 아프리카가 서구 열강의 식민주의로부터 독립하기 위하여 소련으로부터 돈, 무기, 훈련을 지원받으면서 형성되었다.
Steven Gruzde는 자료를 통하여 아프리카의 국가들이 러-우 전쟁에 대해 다양한 반응을 보였음을 제시하였고, 아프리카는 러-우 전쟁으로 인하여 원유 가격 상승, 비료 부족, 식량(곡식) 부족, 인플레이션 등의 경제적 타격을 받고 있음을 확인할 수 있었다.
아프리카 국가들은 러시아와의 관계에 있어 다양한 입장을 취하고 있으나 많은 국가들이 러시아에 대하여 우호적인 태도를 보이고 있다고 Steven은 언급하였다. 대륙 내 분쟁, 기후변화, 코로나19에 대한 경제적·외교적 영향력이 러시아-아프리카 관계에서 중요하게 작용할 것으로 예상하였고, 이후 40분간의 질의응답 시간을 가지며 강연을 마무리하였다.
The Asia-Africa Center (Director Kim Taekyoon) and the HK+ Mega Asia Research Group invited Steven Gruzd, Head of the Russia-Africa Project at the South African Institute of International Affairs (SAIIA), to hold a cross-cluster workshop on African-Russian relations. The lecture focused on the relationship between Africa and Russia during the Russia-Ukraine war and presented a case study in South Africa, explaining the relationship between countries on the African continent and Russia. The lecture included Russia-Africa relations and background, trade status, Africa’s response to the Russia-Ukraine war, the economic impact of the Russia-Ukraine war, and Russia-South Africa relations. Russia did not have any real domination, such as the colonization of the African continent, except for Djibouti. The practical relationship between Russia and Africa was formed in the past when Southern Africa received money, weapons and training from the Soviet Union to become independent from the colonialism of the Western powers. Steven Gruzd suggested that African countries reacted differently to the Russia-Ukraine war, and it was confirmed that Africa is suffering from economic damage such as rising crude oil prices, fertilizer shortages, food shortages, and inflation. African countries take different positions in their relations with Russia, but many are friendly to Russia, Steven noted. Economic and diplomatic influence on continental conflicts, climate change, and COVID-19 were expected to play an important role in Russia-Africa relations, and the lecture concluded with a 40-minute question-and-answer session.
