Event Review<\/h2>\n

The Asia-Africa Center of the Asia Center at Seoul National University hosted the Seoul National University Africa Special Lecture in April 2023 with Prof. Park Jong-dae, former Ambassador of South Africa.<\/p>\n

Prof. Park is a former ambassador to South Afria and Uganda, and currently a visiting professor at Yonsei University’s Graduate School of International Studies and KDI Graduate School of International Policy. He is also a member of the Advisory Board of the Institute of Advanced Studies at the University of Johannesburg, South Africa(JIAS), and the Advisory Board of the Korea-Africa Foundation.<\/p>\n

The lecture was titled “Roots of Africa’s Development Challenges and Direction of Korea-Africa Development Cooperation” and began with Prof. Park’s experiences in Africa. Prof. Park was appointed as the new ambassador to Uganda when the embassy was reopened in 2011. He spent part of his childhood in Uganda. However, he mentioned that when he was appointed as ambassador, he saw a much different Uganda than he remembered in the past, which made him consider why a country that had better infrastructure than Korea in the past was not able to achieve further development, and he felt the need to understand the international community. He then proceeded to give a lecture on understanding the development paths and characteristics of Africa and Korea, starting with the question of what are the roots of Africa’s continued underdevelopment and what are the approaches and strategies for development cooperation in Africa that need to be established.<\/p>\n

Africa is not just a continent, but a continent in which global issues are embedded. Therefore, in order to advance Korea’s development cooperation with Africa, it is necessary to deepen the understanding of the African continent, international trends and Korea’s advantages. It is also necessary to develop specialized cooperation based on a higher level of reciprocity. It is also necessary to strengthen the research policy planning, internationalization, and networking capacities of Korean experts, and it would be good to identify and focus on what they have strengths and can do effectively.<\/p>\n

Prof. Park then spoke about the roots of Africa’s development problems. He noted that although it has been more than 50 years since African countries gained independence, most national development progress remains far below their potential. He emphasized the urgent need for fundamental efforts to shift to new thinking and approaches to development in Africa, and suggested the importance of changing formats. He noted that there is optimism and pessimism about Africa, but that these debates are not inherent because there is always potential. He also questioned whether people in African countries were taking ownership of their reflections and stressed the need to look at reality with a dispassionate eye, noting that there was a tendency to exaggerate the impact of external factors and to rely on scarce resources and material means.<\/p>\n

Africa has a lower GDP per capita than the rest of the world. Prof. Park presented a graph of PPP figures, including projections to 2043, showing that Africa’s GDP per capita relative to its population is not expected to change significantly. He also presented data on the diversity of income levels in Africa, explaining the disparity between northern and sub-Saharan Africa. There has been significant progress in democratization, similar to the rest of the world. Africa’s democracy index has risen significantly since the end of the Cold War in the late 1990s.<\/p>\n

Historical-structuralist determinism and neoliberal optimism have long dominated thinking about Africa. Professor Park noted that both of these perspectives have limitations and have been obstacles to Africa’s development because they overlook the autonomy and will of human beings to think and act individually and collectively, and because they fail to address the underlying problems of underdevelopment in Africa. This Western perspective fails to see the full range of positive factors for African development. Africa’s development challenges are ultimately more about intentions than structural factors. Africa’s political and economic institutions are dynamic, not static, and most African leaders aspire to progress and development and recognize the inevitability of competition, thus emphasizing the need for development through time and change rather than development through resources and means. To this end, he emphasized the importance of national community and national consciousness based on development consciousness, and further argued that the role of government will be more important than ever because the 21st century is characterized by increased uncertainty compared to the 1990s. He explained that development consciousness is a state of mind of individuals that is useful for development and consists of four basic elements (education, knowledge\u2192action\u2192ownership\u2192passion).<\/p>\n

Noting that development cooperation exists for practical work and cannot achieve results if it remains at the diplomatic level, he said that while norms are important, it is necessary to find causes and achieve practical results. In order to respond to needs and contribute to national interests, differentiated policies must be implemented, which requires an understanding of African realities and the international development system, as well as an objective diagnosis of Korea’s characteristics and capabilities. Since national capacity is the sum of the capabilities of each citizen, Prof. Park proposed the direction of policy promotion by introducing the concept of holistic development, which can maximize national capacity through the simultaneous promotion of human and social capital.<\/p>\n

The challenge of development is not only to focus on the basic policies that are visible, but also to look at the underlying conditions of reality, which Prof. Park compared to an iceberg. He suggested that the type of development cooperation that Korea should establish is a model that combines the Western type (basic needs, democracy, institutions, governance, conflict management), the industrial type (industrialization, infrastructure, engineering), and the holistic development type (civic and community awareness education, professional and technical sciences, work ethics, and organizational management). The lecture ended with a Q&A session.<\/p>\n
